Short answer: as a business registered in Turkey, we were able to open an ad account and create a campaign. Turkey was not on the 52-country market lists published on September 3, 2026 (Digital Applied). Here is what we saw in the panel on September 17, 2026:

How to Advertise on ChatGPT: Step-by-Step Setup

The structure in ChatGPT Ads Manager has three layers: campaign, ad group and ad.

Short answer: in Ads Manager, you first enter your business details, the panel prepares a first campaign draft from them, and then you edit the draft and set up billing. In our own account, the flow went in this order:

  1. Business details: enter your company's information. We proceeded with our limited company registered in Turkey.
  2. Automatic draft: a "Creating your campaign" ("Kampanyan oluşturuluyor") screen appears. The panel prepares the campaign, ad group and ad using your business details. If you prefer, you can click "Skip for now" ("Şimdilik atla").
  3. Review your first campaign: the draft is edited in four sub-steps: Campaign, Ad group, Ad and Review.
  4. Set up billing: the final setup step.
  5. Campaign list and business verification: after setup, the campaign appears in the list as "Not live" ("Yayında değil"); you add creatives and start verification.

Campaign settings: objective, location and platform

On the campaign screen, you make the core decisions. According to the panel's own description, the objective determines how you bid in the auction and which ad formats you can use. According to the OpenAI help center, the objectives are Impressions (per 1,000 impressions), Clicks (per click) and Conversions; in our panel, the default was Clicks ("Tıklamalar").

The exclusion field is especially useful for local businesses. For example, if you only serve Turkey, setting the location to Turkey is enough; when you want to leave out a specific region, the exclusion field comes into play.

Ad settings: logo and text customization

The business logo is added either by providing an image URL or by uploading a file; the field's description reads "Select and optimize your ad text, image and enhancements". If you add it via URL, provide the direct address of the logo file (a link ending in .png or .jpg), not your site's homepage address.

The "Text customization" option ("Metin özelleştirme") on the same screens is on by default. According to the panel's description, AI automatically creates personalized and translated versions of your ad's headlines and descriptions, and these versions can be shown without review or approval.

Evaluate text customization before going live

If you are in a sector where word choice is regulated, such as healthcare, law or finance, or if your brand voice is fixed, consider turning this option off. If you leave it on, you have no chance to check before publication whether a headline you did not approve complies with advertising rules in Turkey.

After Setup: Campaign List and Business Verification

Once setup is complete, the campaign is listed on the Campaigns screen with the status "Not live", and an "Add creative" ("Kreatif materyal ekle") button appears in the actions column. The left menu has Overview, Campaigns, Tools, Billing and Settings; at the top there are Campaigns, Ad groups and Ads tabs.

A yellow warning at the top of the screen asks for business verification: according to the panel, ads may start running even if verification is not complete, but verification must be completed for delivery to continue without interruption. The "Start verification" ("Doğrulamayı başlat") button first asks "How do you advertise?"; the options are Business (Kurumsal) and Individual (Bireysel).

  • Verification is carried out through Persona, OpenAI's vendor. OpenAI shares some account information with Persona for sanctions screening and ad policy compliance; Persona retains this information for up to 30 days.
  • The Business option requires an EIN or TIN (tax identification number).
  • The Individual option is available for those without a registered business or tax identification number and for those advertising under their own legal name.

Short answer: you set the spend, but the $100 daily budget the panel suggests is a high starting point for a small business. In the panel, the daily budget is entered in US dollars and works as an average: with a $100 daily budget, the maximum daily spend is shown as $200 and the maximum seven-day spend as $700.

The $20 and $50 rows are our own calculation based on the same rule the panel shows in its $100 example (at most 2x in one day, at most 7x over seven days). OpenAI's help page also states that daily spend will not exceed twice the selected budget and seven-day spend will not exceed seven times it. OpenAI recommends a maximum bid of $3 to $5 per click to start; if that range applies, a $20 daily budget buys roughly 4 to 6 clicks. The actual cost per click in Turkey is not yet clear.

Start with a low budget

For the first week, keep the daily budget at an amount you could handle even on a day it doubles. Growing the budget before seeing how many clicks turn into inquiries means spreading money around before learning which questions work.

The two channels do not replace each other. In Google Ads, a person searches for something and you bid on the keyword; in ChatGPT, a person asks a question and the ad is matched to the context of the conversation. The measurement infrastructure is not equally mature either.

Do not paste AI-generated copy as is: compare the character count with the limit in the panel, check that price and promotion details are current, and remove every claim that requires proof in your sector.

Pre-Launch Checklist

  1. Budget: keep the daily budget at an amount you can comfortably cover even if it doubles in a single day.
  2. Text customization: turn it off if your brand voice or sector rules are fixed; if you leave it on, regularly check the copy being shown.
  3. Logo: in the URL field, enter the direct address of the logo image, not your website address, or upload the file.

Restricted Industries and Advertising Rules in Turkey

Not every industry can advertise on ChatGPT. According to OpenAI's ad policy, dating and sexual content, health claims, alcohol and drugs, gambling and political content are out of scope; healthcare services, financial services and legal services may be allowed through case-by-case manual review. According to OpenAI, the categories open without friction at launch are lifestyle and home products, local services, travel, digital products and education. If your industry is on this list, read the ad policy before creating a campaign.

The platform's permission does not remove the rules in Turkey. Article 61 of the Consumer Protection Law No. 6502 (6502 sayılı Tüketicinin Korunması Hakkında Kanun) requires commercial advertising to be truthful and honest; the details are in the Regulation on Commercial Advertising and Unfair Commercial Practices (Ticari Reklam ve Haksız Ticari Uygulamalar Yönetmeliği) and in the decisions of the Advertising Board (Reklam Kurulu).
